UK Local Authorities Intend to Sell Off Community Hubs and Leisure Facilities to Balance Books

Based on a new poll of local authorities, UK councils are planning to offload social clubs, athletic facilities, and shopping arcades as they rely on a rapid disposal of assets to balance the books.

Growing Financial Challenges Prompt Asset Sales

A coalition of councils for major urban areas in England reported that six out of ten of local authorities are planning to sell assets to cover the rising costs of social services for vulnerable individuals.

Councils have previously faced criticism for disposing of playing fields and open spaces to shore up their budgets, but they contend they must continue to generate essential revenue from asset sales or face insolvency.

This coalition noted that a significant number of councils seeking to generate funds from a quick sale of holdings marked “a clear change from 2024, when the majority (six in ten) of local leaders said they would prioritise restructuring services and utilising savings to weather increasing financial challenges.”

Detailed Examples of Proposed Disposals

Medway Council in southeast England said its property management strategy included the disposal of a shopping centre in Rainham and a social club in Rochester to generate 20 million pounds over five years.

  • A local golf course and business parks owned in two English counties, which all provide rental income for Medway council, will additionally be disposed of under the strategy.

Council Tax Rises and Wider Financial Strains

The survey of councils in the key cities group, which covers several urban centers, also found that over seven in ten of authorities will need to increase council taxes next spring to address the growing cost of core provisions, increased rates of housing insecurity, and a persistent housing shortage.

Medway council explained it will press ahead with property disposals after steep rises in the cost of children services, support for vulnerable learners, elderly and disability services, and short-term housing.

“We are taking innovative approaches but certain measures take time to deliver both better provisions and cost efficiency,” stated a council leader.

He continued: “There are population challenges which will persist to add to the strains we have. As a unitary authority, we had a 91% cut in our central funding from 2010-24, which is very challenging.”

Countrywide Trends and Forecasts

A survey of regional authorities this week also found local finances being stretched by the growing number of children and older individuals requiring special educational assistance.

The County Councils Network said that council deficits will reach £4.4bn a year by 2029, as they struggle to cope with increased demand.

Government officials have put off planned reforms to the special educational needs framework until next year after a policy document outlining those reforms has been postponed.

Disadvantage and Financial Gaps

According to the most recent deprivation measures (IMD) covering UK local authorities, several key cities members were included in the most deprived in England.

  • “Member cities like Hull, Bradford, Stoke-on-Trent, Sunderland and Wolverhampton place in the top 30 nationally under the 2025 IMD measures,” noted the study.

“While only one key city is in the ten most deprived for deprived neighbourhoods nationally, cities are far more likely to be in the most deprived fifth of the nation. The figures underscores the scale of challenges facing local leaders across key cities in the coming year,” the analysis concluded.

“Local government leaders have been clear about the necessity for a equitable and lasting financial structure that reflects and addresses the real levels of disadvantage and demand,” stated a council leader.

“Without this, councils will persist to face impossible choices around which essential services to fund, and which to cut, to the detriment of their communities.”

One in five of local authorities have cut or compromised care services in the past 12 months, the survey found.
